Abstract
Ovaj rad prikazuje temu industrijske politike Europske unije. Industrijska politika je od ključne važnosti za industrijski rast i napredak ne samo industrije Europske unije već čitavog njenog gospodarstva. Kompleksnost ove teme prikazuje se kroz nekoliko dijelova. Prvi dio definira i pokazuje osnove koje je važno poznavati kako bi se obradila ova tema kao što su definiranje pojma industrijske politike i njena povezanost s ostalim politikama. Nakon toga opsuje se smisao industrijske politike Europske unije koji je ključan za njenu adekvatnu primjenu. Nakon smisla industrijske politike rada se fokusira na argumentiranje razloga za i protiv uvođenja i primjene industrijske politike u državama članicama Europske unije. Argumenti su od velike važnosti jer pomažu u donošenju racionalne odluke o industrijskoj politici. Posljednji dio prve cjeline opisuje instrumente ključne za primjenu industrijske politike. Drugi dio rada započinje kratkim predočavanjem povijesnog razvoja industrijske politike na području Europske unije. Na razvoj industrijske politike uvelike su utjecale različite strategije među kojima se ističu Lisabonska strategija i strategija Europa 2020. Kako bi se održala Europska stabilnost i rast ključna je primjena nove industrijske politike. Osim potreba za novom industrijskom politikom potrebno je i proučiti izazove s kojima se susreće industrijska politika kao što su industrijska proizvodnja i globalizacija. Još jedna od stavki proučavanja je i utjecaj industrijske politike na poduzeća koja zapravo pokreću gospodarstvo Europske unije. Važno je razlikovati Europske klastere i konzorcije koji pokreću zajednički rad više poduzeća na području država članica Europske unije. Proučava se i održivost industrijske politike koja vodi zelenijoj Europi. Treći dio fokusiran je na opis razvoja sektora koji su ključni za industrijski opstanak. Pokazuje se proizvodnost Europske unije kao ključ uspjeha industrije. Još jedan od načina mjerenja uspjeha industrijske politike je zaposlenost u industriji Europske unije, te troškovi radne snage koji utječu na daljnji razvoj industrije. Proučavaju se i državne pomoći bez kojih industrija Europske unije ne bi bila funkcionalna. Zadnji dio se fokusira na primjenu industrijske politike u Republici Hrvatskoj i Njemačkoj, te njihovoj međusobnoj usporedbi. Pokazuje kako se industrijska politika može upotrebljavati prilikom kriza.
Abstract (english)
This paper examines industrial policy of the European union. Industrial policy is essential for growth, not only growth of the European union industry but of the entire economy. The analysis is divided in several parts. The first part defines the basics that are important in understanding of this topic, such as the concept of industrial policy and its connection to other economic policies. Afterwards, it summarises the essence of the EU’s industrial policy. After explaining the meaning of industrial policy, the paper is focused on arguments for and against industrial policy implementation. These arguments are of great importance because they can contribute to the successfulness of the industrial policy. The last part of this unit describes the industrial policy instruments essential in its implementation. The second part of the paper begins with brief historical development of European union industrial policy. The development of industrial policy has been influenced by various strategies, for example by Lisbon and Europe 2020 strategies. The implementation of the new industrial policy is crucial to maintain European stability and growth. Except new industrial policy, challenges faced by industrial policy are emphasised, such as industrial production and globalisation, as well as the impact of the policy on companies, which are considered to be drivers of the European union economy. The sustainability of industrial policy leading to greener Europe is also studied in this paper. The third part is focused on describing the development of sectors crucial to industrial survival. The way to measure the success of industrial policy is production, employment in the European union industry and labour costs that affect the further development of industry. State aid is also analysed - without it the European union industry would not be functional. The last part focuses on the implementation of industry policy in Croatia and Germany, and the comparation between the two. It shows how industrial policy can be used during crises.
