Law on Public Procurement (NN 90/11, 83/13, 143/13, 13/14) regulates public procurement procedures of all values in which contracting authorities and tenderers conclude public works, goods and services, and regulates the procedures for granting concessions for public work procedures and the conclusion of the public works carried out by concessionaires which are not contracting authorities within the meaning of the Public Procurement Act. Based on the new directive and Directive 2014/24 of the EU (which refers to the contracting authorities) and Directive 2014/25 / EC (concerning the sectors) of the European Parliament and of the Council of 26.2.2014. In the public procurement procedure introduces the criterion most economically advantageous tender as the sole criterion of evaluation and selection of offers and 18.4.2016. the deadline for EU to implement the content of the new directive into national law. Public procurement is an important segment of any economy, therefore, contracting authorities have to provide cost-effective and efficient public procurement and rational spending of taxpayers' money. Economical use of funds for public procurement does not contain an obligation to work, services or goods entrusted to the cheapest bidder, but the social benefit for the acquisition of the majority of cases the appropriate procurement procedure on the basis of bid evaluation through most economically advantageous tender. Selection criteria for the foundation on which the contracting authority chooses the offer that best meets the requirements and criteria listed entity must set up in advance and they do not restrict fair competition. In the process of public procurement authorities may opt for one of the two criteria for the selection of offers, such as the lowest price criterion and the criterion most economically advantageous tender (ENP). One of the most important parts of the public procurement process is the evaluation of bids.
