Abstract U ovom završnom radu razmatraju se aktualna pitanja zdravstvenog sustava i reforme zdravstva u Republici Hrvatskoj. U prvom, uvodnom, dijelu rada razmatra se povijest zdravstva u državi, najprije organizacija zdravstvenog sustava RH pri samim početcima formiranja zdravstvenog sustava u RH. Zatim autorica prolazi kroz prvi krug reforma nakon preuzimanja zdravstvenog sustava nakon Domovinskog rata. U daljnjim dijelovima rada prikazuje se funkcioniranje sustava u bližoj povijesti, ekonomske varijable sustava i financiranje zdravstva, troškovi i uštede. U posljednjem, trećem, dijelu rada izvedeni su empirijski rezultati zdravstvene reforme iz dostupnih najnovijih izvješća i analiza. Rad počiva na uspoređivanju zakona i reformi te analizi društvenih okolnosti sa zdravstvenom politikom Hrvatske. Na takvim se osnovama izvode prijedlozi reformi zdravstva. Niz reformskih prijedloga zasniva se na ulozi zdravstva u društvu, procesu pridruživanja Europskoj uniji, zdravlju stanovništva, demografskim trendovima, resursima i sl., čije je stanje u Hrvatskoj posebno analizirano u ovom završnom radu. Sustav financiranja zdravstvenog sustava središnja je aktivnost funkcioniranja zdravstvenog sustava, a najveći problem predstavlja rastuća zdravstvena potrošnja. Osnovni cilj ovog rada jest prikazati optimiziranu razinu pružanja zdravstvenih usluga te funkcioniranje zdravstvenog sustava, analizirajući brojne zdravstvene reforme koje su utjecale ili će utjecati na poboljšanje funkcioniranja zdravstvenog sustava. Ti ciljevi su djelomično ostvareni, a provedene sanacije bile su nužne iako uvjeti poslovanja zdravstvenog sustava nisu rezultirali najboljim poboljšanjem.
Abstract (english) This final paper deals with the current issues of health system and health care reform in the Republic of Croatia. The first, introductory part of the paper deals with the history of health care in the country, first the organization of the health care system of the Republic of Croatia at the very beginning of the formation of the health system in the Republic of Croatia. Then the author goes through the first round of reform after taking over the health care system after the Homeland War. The following sections represent the system functions in the near history, system economic variables and reforms, health care, costs and savings. In the last, third part of the paper, the empirical results of healthcare reform are derived from the most recent reports and analyzes available. The work rests on comparing laws and reforms and analyzing social circumstances with Croatian health policy. Reforms of health reform are being implemented on such grounds. A series of reform proposals are based on the role of social health, the EU accession process, population health, demographic trends, resources, etc., whose status in Croatia is specifically analyzed in this final work. The finances of health system is the central activity of the functioning of the health system and the biggest problem is the growing healthcare expenditure. The main objective of this paper is to present an optimized level of healthcare delivery and functioning of the health system, analyzing the many health reforms that have influenced or will affect the functioning of the health system. These goals were partially realized, and remediation was necessary although the healthcare operating conditions did not result in the best improvement.
