The primary goal of the wealth system is to improve the overall health of every individual in case of disturbed health of any kind. To make that possible, the system is connected through a set of health units organized in such a way as to achieve the best possible fulfilment of the primary goal of the system and to prevent impoverishment in the event of illness. The health care system, as such, has become an indispensable part of the economy of every state because health problems are closely related to the economic aspect. Besides, the health system employs a large part of the workforce, and infrastructure investments in this system are indispensable and mandatory. With all of the above, it is evident that this system contributes to the continuous growth of national income. Due to many natural healing factors (climatic, marine, and thermal), Croatia has a rich tradition of health tourism that dates back to Roman times. These factors represent excellent potential for the further development of health tourism and the possibility of increasing annual revenues to one billion euros. The area of health tourism is regulated on January 1, 2019, by the Health Care Act. Health care institutions and private health care workers can provide health care services in health tourism only outside the capacities agreed with the Croatian Health Insurance Institute.
