The aim of this Thesis is to generally discuss the persons with special needs, approach and healthcare. Furthermore, the analysis of the people’s attitude towards persons with special needs will be dealt with. Interpersonal relationships of today’s society with people with special needs will also be included in the discussion. Right at the beginning of the Thesis it will be clarified who the people with special needs are, so as the concepts related to them. People’s attitude towards people with special needs throughout history is also included. The second part of the Thesis consists of the analysis of the research conducted in the area of Dubrovnik-Neretva County. The fact is that in today’s world there are a lot of people with special needs who have both inadequate care and living conditions in the community. Not to mention their need to become functioning members of the society. Therefore, it is highly important to permanently refer to people with special needs in order to bring about changes in attitudes of today’s society towards people with special needs.
